Practical component for recreational boat licences?

Rumours are rife that a practical component will feature as part of a national Boat Licence initiative. This is not a move to a national licence, but supposedly reflects a general undercurrent amongst the wider recreational boating community. As stated, these are rumours only, but there has been strong bureaucratic support of this notion in the past.
